The "secret" of how Cadbury's gets the caramel inside the chocolate was revealed many years ago on a now-defunct website. Essentially, however, the chocolate is first placed in a mould and allowed to cool just enough for the caramel to be poured into the empty space and not mix with the chocolate itself, after which the lower part of the chocolate bar is covered with chocolate, thereby completing the procedure. It's all about temperature control.
